RX 580 16% or 0% GPU utilization/usage on all monitoring Software

Describe your system:

  • AMD Graphics Card: 2x RX 580 ARMOR 8G OC
  • Desktop or Laptop System: Desktop, built by myself
  • Operating System: Windows 10 Pro 64bit Version 1703 (OS Build 15063.0)
  • Driver version installed: Radeon Crimson Relive 17.6.2 + Ryzen chipset driver amd-chipset-drivers-software-17.10rcp22-apr27.exe
  • Display Devices: Samsung S27B970 27" 2560x1440@60Hz DisplayPort
    • Samsung S27B970 27" 2560x1440@60Hz DisplayPort
    • Samsung S27B970 27" 2560x1440@60Hz DVI-D
  • Motherboard: Gigabyte Aorus GA-AX370-Gaming K7 (rev 1.0) Firmware F4e AGESA 10.0.0.6
  • CPU/APU: Ryzen 1700 (Stock)
  • Power Supply Unit  Make, Model & Wattage: Corsair AX1200i (1200 Watts)

Describe your issue:

GPU-Z 2.1.0, MSI After Burner 4.3.0, HWinfo64 5.52 report GPU usage 16% or 0% on RX 580. There are no other values even if gaming, benchmarking with 100% utilization expected. Crossfire enabled or disabled show same results. The FPS and benchmark gives same or better results compared to my F2004 (old) PC (FX9590 + Quadfire R9 290X) using only two GPUs, so its a reporting issue, its working fine in games and benchmarks.
