Losing Video Controls When Updating

I have a Radeon HD 8650G

(TM) HD8970M

Windows 10 64 Anniversary

Currently using Crimson Relive Catalyst 15.7.1 Minimal Setup

If I try to update and use the full driver version, Crimson ReLive Edition 17.6.2 , I lose all video controls and the Catalyst.  Do I have to uninstall the minimal Catalyst and do a clean install of the full version, and does the full version come with video controls like the Catalyst?  I'm confused on if these are two separate drivers and can I only have one or the other?

I had tried the Windows 10 Creators Build only to find that it black screened and wouldn't boot with the minimal Catalyst.  And I lost the video controls when installing the full version.  I ended up going back to the Windows Anniversary build.

How do I update the driver and get video controls working?
