Setting RX 580 core voltage lower than memory voltage

I'm using Wattman to change clocks and voltages of my RX 580.

When I try to set the GPU core voltage to a value lower than the memory voltage, the GPU core voltage setting does not apply, and instead stays at roughly the same value as the memory voltage.

Specifically, I'm running the memory at 1.15V and would like to run the core at maybe 1V, but the GPU actually stays at 1.15V (or 1.135V according to some readings).


Is this a technical limitation or a bug?

Are there any tools that can do this? I tried MSI afterburner and Sapphire Trixx, but they do not let me modify the memory voltage in the first place.
