WattMan settings not applied

I am running AMD Crimson 17.4.4 on Windows 10 (64 bit).

I recently enabled AMD WattMan to overclock my Sapphire Nitro Radeon R9 390 8GB Tri-X OC x/ backplate (100382NTOC-2L).

I am attempting to change the GPU clock states as follows:

and to change the memory clock to 1650 MHz.  I can change the power limit in Wattman, but everything else resets to stock clocks when I click "Apply".

I know these are stable settings as I ran them for well over a year using Sapphire TRIXX.  With my custom fan profile, the GPU normally runs in the low to mid 50 C range with VRM temps in the high 50 C range while gaming / stress testing. It has been a very stable OC build for the past 17 months. TRIXX is no longer installed on my system.

Is there a new config setting or compatibility issue I am experiencing?

Thank you for your help.
