I realize that my card will not reach its full potential because my Motherboard is old and do not supports PCI Express 3.0 , but do not understand why is only runing at PCI Express 2.0 x8. and not PCI Express 2.0 x 16. My old graphics card was runing at PCI Express 2.0 x 16
Has just updated to the latest driver for Sapphire NITRO RX 460. did not help.

You are incorrect. The RX 460 is designed to run at PCIe 2.0 x8 because the bandwidth even at that speed exceeds the needs of the RX 460.
