r9 280x core clock/memory clock -- Radeon OverDrive says GPU @ 400mhz~

When I go into Radeon Settings and check out Global settings, it gives me this:

Why is my GPU clock set to 400~mhz? And the memory clock? I just reinstalled latest drivers. Why does it have inaccurate info? It seems that when I leave it without overclock, the memory runs at 1350mhz (nice) but the core clock is 400~. When I go into OC to try and bump up the core clock, I have to also edit the memory clock. When I bring the memory above 800 it crashes.
