I have an rx 460 in my computer and I am running into the issue

I have an rx 460 in my computer and I am running into the issue that none of my games can access my graphics hardware.  But recently it has also started to affect my chrome as well as pretty much everything but my desktop.  I know it is my graphics card because when I switch to integrated graphics my games work fine ( as well as they can on integrated graphics that is )  I have tried deleting and reinstalling the drivers and I have ran multiple computer scans through the command prompt ( admin ).  I have checked the registry and even followed some other forums within the amd support site I am not sure where else to turn or what else to do so I am asking for help seeing as I am ready to use my graphics card as my next shooting target.
