My wraith spire cooler doesn't work.

I built my new PC a few weeks ago, with my AMD Ryzen 1700 and the Wraith Spire cooler, and when I truned it on for the first time I was very happy to see that everything lit up and worked, except the Wraith Spire cooler. It kind of twitched. It would not fully spin, it struggled to move around. It went around in a few bulky movements instead of spinning. I went into the bios and it showed 0 RPM and I could not get it to work. I thought it was a motherboard problem, so I shipped my motherboard back and got a different one. I still emailed AMD Support though and told them the situation, and all it said was to ask for help on here but I didn't feel like it. Today I built my PC for the second time and the Wraith Spire cooler is doing the same exact thing. You can imagine my frustration.


Now to the point. How can I fix this issue or can I ship the cooler back and get a replacement? Only the cooler has an issue, the CPU as far as I know is fine.
