Fan stuck at 49% / 1800 RPM. How to control?

I realized some days ago that my HD 7770 fans are stuck at 49% (1800 RPM) and that is the reason my computer is so loud. After windows starts they are already at 49%. With some games they will rotate faster after long sessions. So they are regulated automatic. But the minimum is too high.

 

I can manually set it to 35% (1200 RPM) and the temperature will stay at 35°C in windows. Youtube and Twitch will increase the temperature to ~40°C.

 

How can I control the fan speed?

The driver 17.5.1 does not allow me to set anything dynamic, like target temperature. What tools can I use?

 

Windows is a new installation. Had the problems before, but do not know when they apperead first time. Maybe an older driver would be a better solution.
