Low Performance in Wolfenstien Enemy Territory after updating drivers HD7420G

I recently updated my AMD Catalyst driver, and have been having nothing but problems since.

 

I was using an old 2012 version of the diver and had no issues.

When I upgraded to the 2015 version, I started having issues.

I am not a heavy gamer by any means.

One game I enjoy is Wolfenstien Enemy Territory

This game is well over ten years old, so system requirements should not be an issue (my relevant system info is below)

 

With the new driver installed, the game is jumpy, laggy, and my ping is through the roof.

 

When I roll back the driver everything is fine.

 

However, as a side effect of rolling back the driver:

Dropbox no longer works

Windows Experience Crashes

Photo Viewer no Longer works (as well as a lot of other windows image viewers)

 

I reinstalled the lasted radeon catalyst package, and skipped all the gaming evolved stuff, and that got everything back.

 

However, the game is unplayable under these settings.

 

I am sure that I am just missing the correct sequence of tweaks here, but have no idea what it might be.
