I have the same issue but no one else seems to have an answer or be able to replicate the problem. My motherboard only supports pci 2.0 and it is lga1155 based so maybe the 5700xt is not compatible with older motherboards. If that is the case this should have been tested and communicated before release as this is the only GPU I have ever heard of that is not backward compatible with older motherboards (A big deal).
Surprisingly, when I overclock the monitor to above the native refresh rate, wattman becomes populated again, games crash though because of sync issues with the non-native refresh rate.
