so, it's fine now thou idk which is the the issue.
if im correct then my gpu bios is somehow malfunction or destroyed.
but how do i know that?
because i plugged out my gpu (only gpu card and not other hardware) then plugged it back in, then at that moment i "saw" a little switch next to gpu power cable.
so i switch it on the other side hoping it would work. So it works well now, but i notice a louder fan sound (not sure which fan, could be case, cpu or gpu fan).
then i went to XFX web (of my gpu distributor) that only "RX480 GTR and RX series have dual-bios".

considering so many issues with RMA on 3rd world country, im forced not to trust the store i bought this gpu unless i get the same gpu replacement at the time.
i just switch dual-bios option on my gpu card. now it works.
