The Corsair H60 cooler you picked out should fit, as long as you are using the AM4 adaptor kit.
Check the Corsair web site on how to get one or to see other coolers for the AM4 socket.

As far as getting the most bang for your buck out of an All in one liquid cooler. The Cooler Master, MasterLiquid 120 is definitely up to the task of keeping the 1700X cool, I've used one of these to cool my own 1700x until the mounting hardware for my H100i v2 arrived, and it did the job fairly well. Plus it mounts to the AM4 socket with the regular AMD mounting brackets on the motherboard.
The Corsair H60 works ok, and also mounts the same way out of the box as the MasterLiquid 120, using the standard AMD motherboard brackets. But, it doesn't give as much bang for the buck as the MasterLiquid 120 does.
If you want to go with a 240mm radiator, the bigger brother of the MasterLiquid 120 (since you have a case that can easily mount one) also works well at a reasonable price.
