To rule out a defective graphic card, can you teste your HD7750 in another System?
Did you try driver version 17.4.4?
And finally, did you update your motherboard chipset drivers?
I am having the same problem with my Radeon HD 7750 card. I tested numerous drivers and all of the newer versions have presented this error. When the video driver is installed the screen turns black but the mouse cursor is enabled. I tested the other outputs of the video card and the problem remains. When restarting the computer, after the system load screen, the cursor continues to rotate but the screen remains black, again the mouse cursor remains active.
The settings in my system are as follows:
Radeon Software Version - 17.1.2

Graphics Chip - AMD Radeon HD 7700 Series
Memory Size - 1024 MB
Memory Type - GDDR5
Internal clock - 800 MHz
Windows version - Windows 10 (64 bit) 1703 (Build 15063.296)

CPU Type - AMD FX (tm) -8300 Eight-Core Processor
I'm having similar issues.
I have a Radeon HD 8650G
Currently using Crimson Relive Driver 17.3.1
When I tried updating Windows 10 to the Creators Build, this driver hung the system, and Windows wouldn't boot. The problem is all the newer versions of Relive didn't install properly, not even with clean installs, and I lost the Catalyst Controls every time. I lost all ability to adjust the video settings. I tried several versions up through the latest, 17.6.2. None of them worked with Creators Build, I lost the Controls every time. I ended up going back to the previous version of Windows and shutting off the Windows update service. Relive 17.3.1 is working fine with it and I have the Catalyst Controls. But I can't update because of these issues. I'm not sure what to do about it.
You should start your own thread. Laptops and desktop graphics are totally different.
