How can I get two monitors to work with one XFX R9-390P-85 graphics card?

System information:

 

Graphics card: AMD Radeon XFX R9-390P-85 (Two DVI ports, one HDMI port, one Display port)

Motherboard: MSI; MS-7640

OS: Windows 7, 64-bit

Radeon Software Version: 17.5.1

CPU: AMD Phenom II x6, 1100T, 3300 Mhz

RAM: 8 GB, GDDR5

PSU: Corsair CX750M (750 W)

Monitor 1: Samsung Model No. S24E390HL (HDMI)

Monitor 2: Samsung Model No. S20A350B (VGA with a DVI adapter)

At one point I had both monitors hooked up to the graphics card and both were working.  I did a complete reinstall of Windows 7, and since then I haven't been able to get Monitor 2 to connect or to be recognized correctly by the OS.  When I plug in Monitor 2 using the VGA->DVI connection, I hear a system sound from the speakers which means that the PC is recognizing that something has been connected.  However, when I try to go to "Connect to External Display" in the Control Panel, Monitor 2 is listed as a Mobile PC Display and I can't extend or duplicate the displays (I get an error message that says I can't save the settings).  What do I do?  Please let me know if I can provide any further information that would make answering my query easier.  Thanks in advance!
