Can someone help me get better quality or help me figure out what is wrong with my computer
Not without more information and some clear examples of what define as bad quality.

I attached a file and linked a video of relive being blurry.
I can't really see what you mean, you really should provide more information then perhaps we can help.
My Computer is i7 6700k and dual Rx480s.
He is right - ReLive desktop recording is blurry and the font even shows colors here - this is recorded with my my RX570
I was able to reproduce this issue on my system, i will pass on this information to engineering for investigation but i still require more information. Please see my post below.
EDIT - What i reproduced was expected behaviour.
Blurry fonts is expected whenever your recording resolution does not match your display resolution. In my system, 4K desktop downscaled to 1080p will always have blurry texts, same vice versa 1080p upscaled to 4k. This is just nature of down/up scaling. Relive uses a bilinear filter when doing scaling for performance reasons. This is the fastest scaling method.
I need more information about what display/resolution you were using, what settings you used etc

In addition to the above, please can you confirm which last driver worked without a blur of text?
I rarely use desktop recording hence dunno which was the last that worked. I know there was no problem with my old R9 380 (last time I tested) but I do know 17.4 / 17.5 skews desktop recording on the RX 570. When you look carefully at my recording you will find the recording is not in 1920x1080 but clipped on the sides and stretched vertically hence the font disortions. Recording is supposed to be 1920x1080
If you are using a native 1080P monitor and recording at 1080P using the maximum bit rate, text should not be blurry.
Are you using two displays or just the one?
What pixel format settings are you using?
Can you try switching between HEVC and AAC formats in Relive?
Btw, no such problems with game recording, 1080 is 1080 so to speak, it's just desktop recording being out of format
Your recording is 1080P and i was able to play it back in full screen mode without black bars using Windows Media Player Classic in fullscreen mode.
Here the screenshot how it looks here in 1080 playback - did you test a FX 570?
My card is very new so I can't tell if it worked on an "older" driver - 17.4.x and 17.5.x does not work!

Yes we've tested on multiple GPUs, the issue with clipped borders looks to be local to your system. Here is how it looks on my system playing back your video in Windows Media Player.
Can you post a screenshot of your Radeon Settings > Display Tab?
Re your clipped borders, it look like WMP is not set to full screen (click arrow, bottom right cnr).
Here is a screenshot (full desktop) of my Rad display settings - no clipped borders at all, funny no!?
When ReLive records games all is fine too @1080 ....
....it is just ReLive desktop recording clipping the top/right side by about real 1.5cm each... and don't tell me it's my hardware
Try turning GPU scaling and VSR off and then setting full panel, then try another desktop capture.
Did that ..here the recording with desktop icons ..same issue

When you reply, select Advanced Editor on the right then you can attach small files.
When i selected full screen when watching your video, the black borders vanished.
when I reply I see no option advanced editor - I remember a time it was there but no longer
The border does vanish in FS view but watch the gadgets (right) closely - still cut off by half, no?
Then the top of the screen is missing the first icon line - you just see the icon text of the first missing line.
Do you see what I see hence we're synced now??
I mean first icon row, not line, just to be precise...

I see same as snips (fullscreen or not) on wmp & mov.&tv app(though there's a thin top strip on m&tv reflecting top of icons).
That's on win 10.
I just can't see any icon or gadget cut off when i play it back. I see the computer icon covered by the recording indicator, but you can disable that via the Toolbar and hide it.

I'm not sure why, It does not play back like that on any of my systems.
Matt, I do not expect you to know everything but there def is a problem for whatever reasons - perhaps pass it on to development people to look into it?! It is just desktop recording that vomits on my "desktop", not a biggie but there should be a plausible answer to that ReLive Problem.
We have to be able to reproduce the issue before we can attempt to fix it and so far with the information provided here we have been unable to reproduce it. If more users come forward with the same issue, perhaps they'll have some information that is key to the reproduction.
Btw, I forgot to say that a screenshot with ReLive is looking nice too... hence there is definitely a recording issue in ReLive or media player perhaps(?) ... a full screen media WMP does not change the situation (goodplay)
I wish relive would have lossless quality to be honest. at least way higher than 100mbps. tho that its way better than the 50mbps they had before. I don't get why they don't just provide us with lossless or at least 250mbps
