cmos bios help

I took out my cmos battery to reset the bios for my computer. I powered off the computer, turned off the power supply and unplugged. Then I took out the battery and waited about 5, 10 minutes.

When I put the battery back in and plugged everything back in and powered on I got this screen

Pressing Del, F2 and F11 gives me no response. It is just stuck on that screen (sometimes that screen doesn't even display). I have tried many times now. Tried using the on board graphics and the gpu for the display. Tried unplugging the ethernet and mouse and a usb that I had in one of the ports for installing a new OS. I just can't get it past that screen and into the bios so I can setup and install a new OS.

System specs:

Mobo: JetWay JHZ03-GT-LF AM3 AMD 880G HDMI Micro ATX AMD Motherboard

CPU: AMD Phenom ii 945

GPU: Sapphire r9 280x

Storage: crucial mx300 750gb ssd

Ram: 1x8gb 3x4gb ddr3 ram sticks
