Freesync not working on my  LG 23MP68VQ monitor and Sapphire RX480 Nitro+ 8GB

I've tested in Fallout 4 , GTA 5 , BF1 and Witcher 3 and freesync is not working. Here are the solutions I've tried.

 

GTA 5 - tried in game vsync on/off plus freesync - stuttering when fps drops 40+ (Freesync range is 40-75hz)

Witcher 3 - tried in game vsync on/off plus freesync - stuttering when fps drops 40+ (Freesync range is 40-75hz)

Fallout 4 - tried ipresentInterval 0/1 plus freesync - stuttering when fps drops 40+ (Freesync range is 40-75hz)

BF1 - tried vsync on/off plus freesync - stuttering when fps drops 40+ (Freesync range is 40-75hz)

 

Tried capping the fps in radeon global settings to 75, 60 ,74 and 59 but freesync is still not working

Driver versions tried. 16.11.5 and 17.4.3

All games are in full screen mode

Both monitor and Crimson has the freesync enabled.

 

AMD windmiill test freesync is working fine. If I turn off tthe freesync option in the monitor settings there's no freesync option in the windmill test so this monitor definitely enables freesync

 

This is my first time using freesync so I'm not sure what to expect. When freesync kicks in (40+ fps), should the smoothness be the same as if I'm running at max fps(75) ?
