Okay, so that doesn't happen when you underclock your GPU. The next choice would be turning up the fan speed in wattman to see if it's a GPU heat problem. All the board partners put emphasis on quiet or silent gaming to the point the fans don't turn on until the GPU hits around 60°c. IMHO that is too hot to start. If your gaming hard the fans may never be able to "catch up".
Win7 must be fully updated (all recommended and optional updates) before trying to install any AMD driver. Windows Update.
Delete/disable any third party graphics controllers (Asus,MSI,Afterburner,etc).
Use the "default" setting to remove any fan/temp/clock settings you have changed.
Change only two settings in Wattman.
Set temperature to MANUAL.
Lower MAX temp to 80c. LEAVE THE (so called) TARGET AT DEFAULT 45c.
Raise the POWER LIMIT to +50.
Click 'apply' at the top of the page.
Do not change any other setting.
Nope, doesn't work. Going to RMA it on monday and never buy AMD products again. Been supporting AMD all my life, but last couple of products were just god awful. Thank you for you help tho!

Now I am sure it's the GPU. My friend tried it and had the same issue. AMD has this habit of releasing unfinished products.

OP did you ever solve this? I have been having the same issue with my RX480
I have the same issue as well, nothing seems to fix it. Is there a way to notify AMD about this? is driving me mad and I can't afford another gpu right now
