GPU lights up but not detected?

I have recently upgraded to a Ryzen 1700 and an MSI x370 gaming pro carbon, while keeping my r9 390 gpu. When my computer starts, the gpu detection fail light switches on then switches off and the igpu light turns on. The computer doesn't detect my GPU yet the MSI logo light still turns on and I have all of my display outputs connected to the GPU. Only one of my monitors actually works. When I try to download the newest driver for the r9 390, I get the 1603 error and am told that I only partially installed 17.4.3.. I have windows 8.1 pro 64 bit. I have tried all of the recommended fixes by AMD and have reformatted and freshly installed windows many times with no result. I tried getting a replacement motherboard but even after I did the same error persists? How do I get my GPU functioning again? my GPU was working fine before the upgrade, and I do not have access to another PC to test it nor do I have another GPU to test
