There are horizontal bars of pixels that have shifted to the other side of my monitor:

It's a 4K TV, but since my R9 380 doesn't support HDMI 2.0, I'm running it at 1080p. The TV overscans, so I have HDMI scaling set to 3%. With HDMI Scaling set to 0%, this doesn't happen -- period. When HDMI Scaling is above 0% and the TV falls asleep, waking the TV and computer cause these lines to occur. I've checked the ports/cable I'm using and they're fine -- it seems to be a graphics issue. This wasn't an issue with past versions of AMD drivers (namely, pre creators update), and this is the first time I'm experiencing it. Is there any way to fix this?
