    I have fixed Error 1603 finally!


      If your Documents folder or any of the other ones (Pictures, Music, Videos, etc.) are pointed to a network drive, reset all those back to default!


      Nothing here worked for me (not the DISM command, not SFC, not disabling anti-virus, NOTHING).  This is what caused it.  My Pictures, Music and Videos were pointed to my NAS drive.  Once I reset it to default, my drivers installed fine!
