Graphics card fan blades won't spin

So I built three machines last year all of them for my friends and then mine.

Both me and another friend are running Sapphire RX480 8GB Nitro edition while the other two are RX 460 ASUS and RX 470 ASUS. The RX 470 died and when he brought it to the service center even they had no idea what the issue was. When I built mine about 3 weeks ago I notice that my PC was extremely silent, I have a water cooling block for my CPU only and not my GFX card and I just decided to pop my head under my GFX card  cause I got a glass casing and I notice that both the fans were not running. The guy on the RX 460 recently had random shutdowns and I couldn't tell what was it and he was away for something and I asked him to see if his fan blades were running and it wasn't. Same goes for all the other guys. So I told them to install Sapphire TRIXX which allows us to manually set the fan speeds.

While I know that the Radeon Settings will let you do the same it won't work for me, the other RX480 got it working because he's on Crimson 17.3.3 while I'm on AMD Radeon Software Crimson Edition 17.2.1 Driver for Windows® 10 64-bit which I got off from the Sapphire site. I've been putting up with lots of suttering and screen tears as well as randon game crashed mainly on Battlefield 1. I did the display driver removal via safe mode and all of those. I tired everything I could. Remove the card from my PC and all that, can't seem to get it to work properly. On my last PC it was working fine, the fa ns had no issues whatsoever. I'm not sure if its a OS thing. Its the same OS 64bit Windows 10.

With the Sapphire driver the HDMI driver fails to install with the latest driver from ATI the driver fails to install completely. I'm really confused. I did two OS reinstalls and it still won't work. My BIOS is updated with my CPU overclocked.

I am on the following specs:

NZXT Notics 450 ROG LE

Intel Core i7-7700K overclocked to 4.9Ghz.

ASUS STRIX Z270F Gaming MOBO (BIOS updated)

San Disk X400 256GB M.2 drive

2x Corsair SSD, Corsair Vengeance LED RAMs at 3200MHz

Corsair H100i V2 AIO water cooling

Corsair RM650x PSU

LG 34UC79G - 34" Curved 144 Hz FreeSync IPS Monitor (Freesync enabled)

Windows 10 64-bit (up to date, no updates found)

crashed on BF:1 most of the time

no issues on Quantum Break and Gears of War 4

Anyone else with fan issues? Driver issues or whatever?
