Win7 64bit doesnt accept newer video card drivers then Crimson Edition 16.1.1

Hello , problem is quite awkward i never had any issue in past like this.

Well dont know where to start but i try my best. Problem is that my windows 7 64 bit ones doesnt want accept  asus strix radeon r9 390 8gb  drivers, i download manualy from page for 300 series newest but once i try install amd software get shutdown almost in few seconds if i  use my older version its install doesnt ask for reboot but its still show only standart video card adapter or so.

autodownloader programm get immediatly connection terminated abnormally and say i cant connect to server.

installed all drivers old a bit newer and newest nothing helped.

Only solution was i put  asus radeon r9 270 2gb one installed amd catalyst 13.12 and windows accept this card , rebooted pc put my asus radeon r9 strix 390 8gb one manage find some older drivers radeon-software-crimson-16.1.1 with a lot errors they was installed and i finaly i was asked reboot pc. Now i cant update it its get shutdown any newer version. Now PC work ok with 8gb card but any solution to this its quite unpleasant to  do each time i decide i need reinstall windows
