Hey, I had this problem yesterday after I bought a used r9 280.
Been fighting with Windows for over 20 hours and I think I found a solution.
I thought the problem was the AMD driver but in my case it was caused by windows 10 updating and messing with them.
what I've done was
install a clean copy of windows 10 pro and follow this guide to prevent windows from updating the amd drivers
all of it was done offline
I still have to try to slowly update windows to see which update was causing the issue but at the moment I'm just happy I don't have to return the card.
