If it does have liquid cooling it will be a closed loop cooler like the Fury X, so to do a custom loop you will still need to remove it and buy a waterblock.
Yes ... there is a version with a closed loop watercooler.

adding a waterblock to an air cooled Vega Frontier Edition version of the card.

It is likely the process to add a waterblock to the RX Vega Aircooled editions will be similar.
