R9 280x not boosting to its boostspeed.

A while ago I discoverd that my R9 280x was running at 42 degrees celcius at idle. normaly it would run at 23 degrees celcius, so I decided to monitor my graphics card for a while.

 

These are the things I discoverd.

-In idle the core clock was running at 501MHz while it should be running at 150MHz. the memory clock was running at 1500MHz while it should be running at 300MHz.

-Under load the core clock was running at 870MHz while it should be running at 1020MHz. the memory clock was still running at 1500MHz.

-when it's under load MSI afterburner says the card is at 100% load, but it's not because the graphics card is not running at 1020MHz but at 870MHz.

 

I have tried changing settings in MSI afterburner and in AMD catalyst but it keeps showing the same problems.

I hope someone can help me out. I am almost sure it is a driver issue that needs to be fixed.
