Try to restore your system to restore point(to a date before you had used AMD Clean Uninstall Utility)
I have a similar problem,
Fresh install of windows on a 1700x and when i try to install Master Utility i get the message "a newer version is already installed on this computer please uninstall..." when ive never installed ryzen master and i cant find anything related on my pc .
I have also tried AMD cleanup and still same issue.
So in Add/remove apps, i now have an entry for AMD ryzen master, when i click uninstall it fails and says there is a script error. So i cant launch the utility or uninstall or even reinstall.
I have the same issues. I can not install it either. It says " A newer version is already installed on this computer please uninstall."

I also have the same mobo the MSI B350 Tomahawk. not sure if its related. A suggestion though until someone can fix is the MSI tool "command centre" lets you overclock and adjust the multiplier and FSB and even core voltage inside windows, after 1 initial reboot. This has been helpful seeing as this AMD tool wont install and the BIOS for this board at the moment are absolute crap.
I wiped and reinstalled windows 10. Installed the ryzen drivers off AMD, then installed windows update, installed Master software and so far it seems to work. Im OCed at 3.9GHz at 1.31 vcore and stable after a hour of prime.
I'll wait before I reinstall all my software, going to try some games first and see how it does.
Have you guys tried using CCleaner to clear any registry issues?
No offense, but CCleaner has gotten bad with added bloatware. Malewarebytes triggers on it now. I guess money has taken over Piriform
I've met the same problem and solved by the registry clean up.
Just a brief description:
win+r, then input "regedit" and enter.
in the regedit:
ctrl+f to search "ryzen", and delete any keys that related to "ryzen master" or "ryzenmaster", !!!please be careful not to delete those like "ryzen processor" !!!
press F3 to search for next place..
!!!Please notice that this is an dangerous operation, if you never touched a registry please consider carefully before move ahead, or at least back-up any important data in your system.!!!
After cleaning the registry, I am able to install ryzen master again.

I solved it by running utility from Windows.
Just download it, follow steps and it will work
