I am using old driver loaded automatically with Windows 10 pro installation:

      Radeon Settings Version - 2016.1206.1960.35982

      Driver Packaging Version - 16.40.3601-161206a-309587C-Dell

      2D Driver Version - 8.1.1.1571

      Direct3D® Version - 9.14.10.01221

AMD Audio Driver Version - 10.0.0.2

      Vulkan™ Driver Version - 1.3.0

      Vulkan™ API Version - 1.0.26

If I try install latest driver, fide by auto driver finder,  mouse pointer is changing to doted line occasionally, and only on one monitor with resolution 1920x1200 Eizo  monitor . Second monitor Acer, lowest quality has resolution 1920 x  1080 work fine.
After restarting a system, all is fine for a while.

      operating system:

      Windows Version - Windows 10 (64 bit)

      System Memory - 8 GB

      CPU Type - Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz

If I roll back to old driver all is fine
