Radeon Wattman Missing Target Settings

System Information:

GPU: Gigabyte Radeon R9 290 OC Edition

OS: Windows 7 Ultimate 64-bit

Radeon Software Version: Crimson ReLive 17.2.1

MOBO: Asus M5A99FX Pro R2.0

CPU: AMD FX 8350 Black Edition

PSU: Cooler Master V700

RAM: 16GB

 

Since Radeon Settings have included Wattman for R9 200 Series gpus I have noticed my fan always running at ~4000RPM whenever under any load above idle. I finally decided to look into what was causing this and I found out my Wattman settings lack the Target settings for Fan and Temperature settings. Below is a screenshot of what it Wattman looks like on Default settings.

 

 

Previously when Wattman was not supported for R9 200 Series cards, my gpu properly scaled fan speed with temperature with the OC Guru II provided by Gigabyte (card vendor is Gigabyte). I have tried both Clean Installs and Upgrade Installs of Radeon Settings to try and gain the Target settings so I can resolve this issue but nothing I have tried has worked. Does anyone know of a way to fix this issue? It would be nice to have my graphics card not run at either 500RPM idle or 4000RPM under any load that is more than a Youtube video.
