I suggest you to install driver in normal mode:
1.Uninstall any software for GPU and system tweaking
2.Delete C:\AMD folder
The error is specific and I'm not looking for a fix, I'm providing one.
I tried a clean install, but you still get an error. The error seems to be specific to Windows 10 Pro and Enterprise. I'm on pro.
I had to install an older driver, then run the minimal setup so that an update script would run. This was how I was able to finally get the driver installed.
Tried all three of these, none of them worked.
I also reinstalled the display driver and still nothing.
I keep getting the 17.2.1 driver has been partially installed. Error 1603 - A general error has occrued during the installation of the AMD software package.

Then when I try to open my catalyst it is non existent and AMD reverts back to 15 version and cant play battlefield 1. Says I need 16.60

Also, you need to fully uninstall the AMD driver first.
Go to Device Manager > Display Adapters > Right Click > Uninstall *Check the box to remove driver* > Reboot.
When you get back to Windows, Microsoft will install their driver (allow this to happen and complete it's process, may take a few minutes), you need to reboot again after.
Then try to install the 17.1.1 minimal install.
When you install this, it'll update it to 17.2.1.
People are reporting that the new 17.3.1 driver is correcting the issue. Please try to use that one.
You can attempt to run an Update from the current driver you have installed. Open the AMD control panel, on the bottom left hit the "Updates" button and tell it to search for new updates. It will find the 17.3.1 driver.

Just read that does not compute with Bootcamp. Thanks though. I cant seem to find a updated Apple Bootcamp driver past 15.3. I need mines to be at least 16.20 updated.

I think mentioning that you have an Apple system is information you should have provided in your opening post.
Please contact Apple to determine what the latest driver available for your system is.
