    after market cooling

Hi; I'm using an after market cooler:   Ultra U12-40657 Carbon X2 Multi-Socket CPU Cooler - HTPC, MATX, LGA1366, LGA1156, LGA775, AM2, AM2+, AM3, 939, 754, 12V,…   I purchased it for $25 at the time.  I have an AMD FX-6300 3.5 Ghz CPU.  It's a 6 core chip.  Any time I bump up the multiplier past 19X or so, my build temps go through the roof upon doing a Prime95 stress test.  Like above 60C.  I disabled cool and quiet, disabled amd away, disabled performance boost, and disabled the thermal control (which lowers the voltage and multiplier upon getting too hot).  What gives?
