Error when installing drivers for new card

I just bought an RX 470 and plugged it into my motherboard.  The fan is spinning so I know it's getting power.


When I download the driver for the card I'm getting error 173 - AMD installer cannot continue since AMD graphics hardware was not found.


I've got my monitor plugged into the motherboard using a DVI cable, when I use an HDMI cable to plug my monitor directly into the GPU the screen goes black.


I'm looking at device manager and there's an "unidentified device" under "other devices" which I can only assume to be my supposedly nonexistent graphics card.  When I try to update the drivers from there I keep getting errors saying device software cannot be found.


It seems that I'm either completely missing something or I got a defective card.
