    GPU speeds staying at 500-700 mhz?


      Card: Sapphire Nitro Radeon R9 380X at base clock speed (1040mhz)


      OS: Windows 7 Home Premium 64x

      I have tried driver versions 17.1.2, 16.9.2, and 16.12.2

      I do not know the make and model, but it is a Dell 1920x1080 60 hz monitor

      Motherboard: Gigabyte GA01 Ultra Gaming

      CPU: i7 6700k at base 4.0 clock

      Corsair 750W 80+ gold

      16 gb ddr4 2666 mhz


      I have noticed very bad performance, and tons of stuttering, and looking at my performance, from CAM, it says my gpu is sitting at 50C (not thermalthrottling) yet only at 600ish mhz)

      I have tried downgrading/upgrading drivers, does not work

      Just recently started happening.

          Also, one thing I forgot to mention.

          A few months ago, I was big into playing Metro (last light redux and 2033 redux) aswell as bf4.

          I was getting good frames in both. Now in bf4 even on the low preset, I get 60fps max, and it stutters like crazy. It is unplayable.

          Same thing for metro, I get 80-100 fps on the Ultra high preset with 16x anistropic filtering, yet at some times, it stutters like crazy!


          This is not a hard drive/ssd issue, as less demanding games, such as CSGO and H1Z1 don't stutter (while h1z1 doesnt exactly run great.. :< )
