Optimal power supply for Sapphire Radeon R9 390 8GB Nitro Video Card?

I've been experiencing frequent crashes for graphically intense games for seemingly no reason. all hardware is performing normally, fresh driver installs, fresh OS, and inside of PC is clean.

But I think I found a similar issue online pointing to the fact that the power supply with 2 6+2 plugs dont offer enough power to my GPU and to try under clocking. Which iv'e been trying with MSI afterburner with seemingly better results. i'm just not sure what the settings should be if that is case.
      GPU:Sapphire Radeon R9 390 8GB Nitro Video Card

      PSU:EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply

      So my questions are:
Is my PSU responsible for my crashes?
If so what should the optimal underclocking settings be?
And what would be a PSU that can optimally give my GPU the right amount of power?
