Sounds like a GPU issue.
Do you have a spare GPU to test out in the unit?
I can confirm this issue.
I have not been able to upgrade drivers for my 7990 since Crimson 16.9.2. When I try anything newer including Relive, the system will reboot during driver installation while installing the display driver and causes a partial install. I then cannot access crossfire profiles as they will then not appear under "Use AMD Pre-defined profiles". Steam also then takes forever to load as the AMD external events service does not start correctly after this partial install. I have tried the AMD recommended method of uninstall as well as DDU to no avail.
If I revert to Crimson 16.9.2, the issues dissapear and drivers install successfully.
As an AMD user for over a decade now, it seems to me the AMD driver team needs to focus a bit more QA on software removal and in-place upgrades between versions instead of just flipping images for driver testing as I suspect they are doing. I can't count the number of upgrade issues I have run into with AMD Radeon drivers now doing in-place driver updates in diverse scenarios. The vast majority of end-users cannot afford to reinstall Windows everytime they do a driver update. It can get epecially resource draining in larger IT environments with a lot of applications to push back down with SCCM.
Good to see AMD driver development getting better these last years though.

Try a clean install of the 16.7.3 drivers. Unfortunately, many of the drivers after those have serious issues, most of which ended up in pay after the 16.9 driver set.
