How can I fix an RX 480 getting abnormally low frames?

    dolphin

My RX 480 8 gb paired with an i3 6100 and 8 gb of ddr4 is getting really low frames in game. For example, Battlefield 1 is around 45 fps and drops into the high thirties on medium settings at 1080p. CS:GO stays around 130 but drops below 100 a lot. I've  seen videos and benchmarks of the RX 480 and even the 470 performing way better than mine is. Is my card defective or malfunctioning? I have also tried the latest drivers to date, and older drivers like 16.10.2.

BEFORE YOU SAY MY CPU IS THE BOTTLENECK HERE IS A VIDEO OF A 470 WITH ALMOST THE SAME EXACT PARTS OF MY PC PERFORMING BETTER ON THE SAME SETTINGS

      IN THE SAME GAME.

I have seen many other videos showcasing my proccesor and the same gpu or the 1050 ti and they do better.\

      Anyone know a possible fix?

      Thanks

Edit: Also when i use a program like msi afterburner and attempt to overclock I crash and get a white screen.
