    R9 380 Driver Issues

I've been dealing with these problems for a long time and it's starting to really bug me. If these have been answered already I'm sorry but I cannot find a concrete solution at all.

I have a msi AMD Radeon R9 380 4GB GPU. It's been great for the most part and I plan to upgrade in the summer to a RX 480.

My GPU has been working with less problems on Driver 16.11.5 but it does have one problem. The Radeon Settings program hangs and crashes just a few minutes after booting up Windows. Then when I reopen it, it will work but when I click [Display] it crashes. And when I minimize it to tray it will crash again.

Now I've tried my GPU on 16.12.2 to the most current driver 17.1.2. It will not work correctly. And I have a number of issues.

      - Screen tearing like crazy where it blinks way to much for my eyes.

      - If there is no screen tearing or if there is. FPS in all my games drop between 5 - 10fps. Overwatch is always at 60fps on Epic. WHY?

      - WattMan doesn't work for me at all. Neither does MSi afterburner.

      - Memory speed is locked at 150MHz.

I've tried a fresh install of the drivers using DDU. I even went as far as too fresh install Windows 10 as well.

ANY help please!! If I someone could at least help with the Radeon settings on driver 16.11.5 I will just stay on that until this thing dies then.
