Wattman doesn't let me change voltages on my R9 390

Any reason why ?

I've tried uninstalling several times and with the 16.11.5 drivers I was able to get -81mV on this puppy and those drivers used Overdrive. (Yeah I like to undervolt )

With Wattman and 16.12.2 / 17.1.1 I can't even adjust the voltage as the software just sets it back to whatever it was at default settings or glitches out and puts a random number like 19 or 13.

Also can't use MSI Afterburner to adjust voltages as that just ends in a hard crash (Yes I used 4.3.0) and from what I hear it's the same with any other 3rd party stuff.
