Scaling Image in Games on 2560 Screen

I have an older HD 6450 video card and in the past while playing StarCraft 2 LOVT, it would stretch the screen so it covers the entire panel (2560x1080). I recently had to reinstall the OS and after doing that and installing the latest drivers (15.20.1062.1004 and 15.7.1), it no longer does this. The game only supports up to 1920x1080 resolution and i made sure to select Enable GPU up-scaling and Scale image to full size in CCC, but i still see a border around the game. I also tried using beta drivers 16.2.1 and that scales the image up to full screen properly, but unfortunately, there is intermittent blurryness during the game. A rectangular opaque box would cover the middle of the screen (about 80%) and everything within the box would become blurry for about a second or two. I wish i kept the old drivers i was using before i reinstalled windows, but if anyone has any suggestions it would be appreciated.
