My problem:

My newly recommended update says 16.12.2. That is the problem. Clicking either Express Upgrade or Custom Upgrade gives me the error of 'Unable to get Installer file to launch the requested page.

Now, honestly, I wouldn't care about this, but possibly unrelated, my PC has been freezing recently. I've been combatting that seperately, I've recently done a system restore to 6 days past. So, I thought I try and get rid of the daily notification bell of it telling me to upgrade via manually uninstalling and reinstalling it... It gave me 16.12.2 when I did this, and still asks me to update.

I googled the issue. I don't know what causes it.
