should be no problem I run that board with an 8350 , all cores are recognized . Maybe a bios update or what Janagewen suggests , it's not so much overclocking but making sure all cores are recognized and operating . I would also replace the stock cooler , even if you don't O/C .
1.Win+r>msconfig>Boot>advanced>Numbers of processors>uncheck and reboot
2.Reset to defaults or uninstall any software like AMD Overdrive
3.Reset (or better update) Bios

Besides that, I also suggest you check the configuration of your firmware, SETUP/UEFI/BIOS, make sure all cores has been enabled rather than only leaving four activated. Before doing that, you can take a look at the manual of your motherboard, or download it from Support For 970 GAMING | MSI USA | Motherboard - The world leader in motherboard design .
Try to find the parameter CPU Core Control, make sure it is set as the Auto or 8 (if possible), save it and restart to your OS.
