GPU Clock Speed / Memory Speed Loss

I did a minor upgrade ( New Case ) running Windows 10 Pro x64 and the problem is this

My AMD – MSI R390 8GB Gaming card is only getting the following:

300 – GPU Clock
150 – GPU Memory Clock

I have tried reseating the Card , Reset the Bios and reinstalled the latest Crimson Graphics Driver

Radeon Software Version – 16.12.2
Radeon Software Edition – Crimson ReLive
Graphics Chipset – AMD Radeon ™ R9 390 Series
Memory Size – 8192 MB
Memory Type – GDDR5
Core Clock – 1080 MHz
Windows Version – Windows 10 (64 bit)
System Memory – 32 GB
CPU Type – Intel® Core™ i7-6700K CPU @ 4.00GHz

*Note: Before I changed the case I was getting the correct (Never Overclocked) – (see below )

1080 – GPU Clock
1500 – GPU Memory Clock


It does not make any sense... Any Suggestions Why and How to Fix the Problem
