VLCC-is it VLC player? you don't need high performance GPU for such sort of applications. Install 3Dmark or Heaven 4 and check GPU usage after benchmark will be completed (or run them in windowed mode and see GPU load in real time

That is the default settings and can not be changed...except by a modded driver or in the bios.
The IGP will be used for certain applications...browsers, any OGL applications, etc. Some laptops (generally high end laptops) have the option in the bios to change the switchable (default) graphics to 'fixed' or 'static' which will disable the IGP and use the discrete graphics only. Check to see if your laptop has this bios option and if not, check to see if the manufacturer has a bios update that allows it.
