You have used too much thermal material, use 1/4 of a grain of rice max
thermal pumping can spread it as needed
remove your cooler head, wipe it smooth with a credit card and clean the cooler head up and reassemble
All I see when I google thermal paste application on AMD cpus is this sized amount.
1/4 of a grain? Really? That just seems incredibly low amount.
Also, how would too much CPU paste make temperatures higher?
That looks fairly fine to me, considering the nature of the FX-9370. I love AS5 as it is inexpensive, versatile, and effective, but it does take up to 200 hours of working time to reach full effectiveness. Liquid coolers use high mounting pressure and are less susceptible to overapplication of TIM, especially as they are able to be tightened down on one side before the other, allowing TIM to be squeezed rather than trapping air. Also, Corsair's stock fans are not the greatest.
