My monitor is set to 144hz with freesync. The videos are always at either 60 or 59.9. So I don't have this issue. I just tested it on the desktop as well and it stayed at 60fps.
I use the application mpc-hc64.exe and use the [RCTRL-J] toggle that to see detailed info, also hotkey [CTRL-4] (statistics).

I'm using the exact same recording settings with the exception of the resolution being 1080p, it's a fresh windows install with 16.12.2 drivers. Did you try to record moving a window "violently" all over your desktop?
yes I did, I "violently" moved it around.
Have you tried driver 16.12.1?
What are you basing the info on that it doesn't save it as 60fps?

I know it doesn't record in 60 fps because right clicking the video file and going into properties does not display 59/60 fps in the information tab, and uploading the video to youtube shows 1080p50fps as the highest available option.
I reverted back to 16.12.1 and it does indeed record in stable 60 fps, problem is bugs like mouse corruption and lack of FreeSync in borderless which was fixed/added in 16.12.2.
Another workaround I discovered is instead of setting your screen to 120Hz is to copy the "C:\Program Files\AMD\CNext\CNext\amddvr.exe" file from the 16.12.1 drivers and replace it with the same file in your 16.12.2 installation. You either have to lower your monitor's refresh rate or use the old amddvr file as a temporary solution.
I have no idea what the issue is, this is on a fresh Windows install aswell, only thing I can think of is that I'm using the LTSB version of Windows 10 (doesn't explain why it worked in 16.12.1 though).
Freesync borderless was added in 16.12.1. Good to see you found that 16.12.1 doesn't have the issue. I held off updating to 16.12.2.
I got exactly the same problem, it records at ~52 FPS with 16.2.2.
Still not working on update 17.1.1. I've also read reports of it being bugged on 60Hz monitors aswell.
