Looks like a minimum of 512 and max of 2284. Normal.
Read the minimum specs for GTA V.Your R5 M330 is less powerful than the HD4870.

Check out that GTA V game profile is present in Radeon settings>Games and for GTA V.exe assigned High performance mode in switchable graphics settings
Run HWinfo64>sensors only and launch GTA V. After 10-15 min close the game and make a picture of lowest third part of sensors data.
the OP has an APU so not many games will run on it
Games used to run smoothly before i formatted the laptop.....
Now this thing is happening....
are you using Windows 10 anniversary edition?
HWINFO64 is detecting wrong apu.
It is showing amd a4.
but i have amd a8. Can you suggest some other software.
APU name detection doesn't matter right now. I need to check GPU load during game.
Is this OK?

2.Your CPU load is too high. 100% for all cores-it is something abnormal
3 .As i can see the game uses external GPU(#1) R5 M330 as main graphics adapter
I think most applications detects 512MB of VRAM because they read info from system (like dxdiag) and can see APU graphics as primary adapter
So what do you suggest?
I suggest you to increase amount of RAM to 8GB(4GB+4GB) and perform a virus scan. Your GPU is working as it should be.
This is the result after playing a bit of Far Cry Primal on my A10-7850k. Note the dynamic memory.
On my better computer Primal uses over 3GB of VRAM at higher graphical settings.
i think HWinfo have problems with detection of VRAM utilization on systems with switchable graphics (maybe dual graphics too)
It can be checked by GPU-Z running in background (proper GPU must be selected)

You need force GPU-Z sensors to display max values
