How to get 75Hz refresh rate in cs:go?

     I used to get 75Hz before i updated my gpu driver, now i am not able to do that, i play cs:go , and 75Hz really helps in-game, i used to make cs:go run in 75Hz by adding "-w 1024 -h 768 -refresh 75" in steam cs:go launch options, but now when i check my refresh rate in-game it says i am running the game in 60Hz, i tried using the custem resolution section of the new radeon settings panel, but i couldn't make it work, also i use streched 1024x768 resolution in cs:go, and 1920x1080 in desktop, can you help me out please, thanks
