A10-7870K W/ Near Silent Thermal Solution-Does the fan come with thermal paste installed?

My new  APU seems to be running hot. I installed the INCLUDED cooling fan but am not 100% sure that it had thermal paste on the bottom of the fan where it connects with the APU. Right now it is fairly idle ad running at 62C.  I've seen it as low as 50C and not much higher than high 60's but I don't know how to measure it under a load such as running a game like Hitman. The specs show that the high end is 72C I believe. Is the Fan that comes bundled not a good solution? Also if it didn't have the paste installed (I believe it did just by the way it slid around on the APU before I buttoned it down). But is it didn't come with the heat paste then that might explain the high temps.  Can anyone from AMD tell me for sure?
