Radeon Settings profile doesn't work

I'm trying to play Dead Space 2 which has V-Sync option that sets fps to 30 so I disabled it. Now game runs at 100-600 fps and GPU fan is as loud as my vacuum cleaner. I tried to create a game profile in Radeon Settings so I can limit fps to 60. I can see two relevant settings over there, wait for V-Sync which I turned to 'Always On' and frame rate target control (set to 60). I tried to use both options at the same time and separately without any effect (btw no profile ever worked for me for any game I've tried). What am I doing wrong ?
